It isn’t very reflective although as it is a HDT (Heatpipe direct touch) style cooler, a highly reflective base isn’t expected. The base does appear to be flat and smooth which is the important part.

The cooler uses three 6mm Heatpipes which come in direct contact and are arranged in a line, this may not be the best way to arrange them but for the price, certain features like having the heatpipes arranged away from each other isn’t expected. Also as you can see, the ends of the heat pipes are left uncovered.
